ESL fined Arkosh for non-compliance with rules

Tournament organizer ESL, which hosts the DPC: North American Regional League, has fined the Arkosh Gaming team. It violated the rules about having 3 members in the region.
Arkosh Gaming loses 2 chances to make substitutions. The fine has also affected the team's extra time in the first-stage draft in the remaining matches, which will now be 30 seconds.
A new rule for the DPC Regional League states that a minimum of 3 team members must be in the region. The Arkosh Gaming roster consists of North American players, but most live in other regions.
Arkosh Gaming currently has a 1-3 statistic in the Upper Division of DPC: NA. The team only beat Black n Yellow.
