State of emergency declared in Lima hosting winter major

Due to mass protests related to the change of authorities, the government of Peru has declared a state of emergency in several regions of the country, including Lima. It came into force on January 15 and will last for 30 days.
It's currently unknown what restrictions will apply to Lima hosting the Dota 2 Winter Major in late February. Presumably, there will be a ban on mass meetings. At the same time, the country's borders are currently open to tourists.
